Emergency Development Department
The EDD helps people and businesses in California who have been affected by disasters. The EDD provides a variety of services to individuals and businesses affected by disasters in California. Their staff works with Local Assistance Centers and Disaster Recovery Centers established by the California Governor’s Office of Emergency Services (Cal OES) or federal authorities. Learn more HERE
- If you lost your job or can’t work because of a disaster, you may qualify for Unemployment Insurance, Disability Insurance (DI), or Paid Family Leave (PFL) benefits.
- If the president of the United States declares a disaster, Disaster Unemployment Assistance (DUA) may also be available for workers and self-employed people who do not qualify for regular unemployment benefits.
- Employers in Los Angeles and Ventura Counties directly affected by the Palisades Fire and windstorm conditions may request up to a two-month extension of time from the EDD to file their state payroll reports and/or deposit payroll taxes without penalty or interest. This extension may be granted under section 1111.5 of the California Unemployment Insurance Code (CUIC). A request for extension must be received within two months from the original delinquent date of the payment or return. Please see the “Requests for Extension to Report and Pay” below.

SBA (US Small Business Administration) Disaster Relief:
SBA’s low-interest disaster loans to help homeowners, renters, and businesses of all sizes recover from current wildfire (updated January 2025)
Types of SBA disaster loans now available – to application click HERE
- Home Disaster Loans: Loans to homeowners or renters to repair or replace disaster-damaged real estate and personal property, including automobiles.
- Business Physical Disaster Loans: Loans to businesses to repair or replace disaster-damaged property owned by the business, including real estate, inventories, supplies, machinery and equipment. Businesses of any size are eligible. Private, non-profit organizations such as charities, churches, private universities, etc., are also eligible.
- Economic Injury Disaster Loans (EIDL): Working capital loans to help small businesses, small agricultural cooperatives, small businesses engaged in aquaculture, and most private, non-profit organizations of all sizes meet their ordinary and necessary financial obligations that cannot be met as a direct result of the disaster. These loans are intended to assist through the disaster recovery period.

- FEMA:
- If you have insurance, you should file a claim as soon as possible with your insurance provider. FEMA assistance is available to help jumpstart your recovery if you have uninsured or underinsured damage. If insurance does not cover all your damage, FEMA may provide additional help. The Chamber has partnered with The Santa Monica Community College Disaster Support Fund has been established to support SMC students, faculty, and staff who have been impacted by the fires across Los Angeles County. This fund will help provide temporary housing, food, water, clothing, transportation, medical supplies, school materials, and emergency funding to support immediate needs.

Rebuild & Restore: Supporting Local Business After the Fires
Our GoFundMe campaign has been created to help businesses in our community rebuild and recover.
Funds raised will directly assist businesses in:
• Office Supplies and Equipment: Replacing essential tools and resources lost in the fires.
• Temporary Workspace Solutions: Providing access to coworking spaces or rental assistance for damaged locations.
• Critical Business Needs: Addressing individual recovery needs to help businesses reopen their doors.
